据悉，杨浦区是国家创新型城区、全国双创示范基地。2021年9月，中央网信办等八部门联合公布国家智能社会治理实验基地名单，杨浦区是由政校联合申报的基地，也是上海唯一的综合基地。据介绍，一年多来，杨浦区与同济大学通过聚合多主体参与，整合多学科力量，共同致力于智能社会治理的探索与实践，构建了政校联动的新模式，探索了社会实验的新方向，开拓了技术落地的新空间，开展了智能治理的新尝试。
当日，以“智能社会与数字治理生态”为主题的2023世界人工智能大会智能社会论坛在上海杨浦滨江线上线下同步举行。论坛旨在应对智能技术发展潜在的伦理、法律和治理风险与挑战，构建公平规范的数字治理生态，探索智能社会的运行模式、法律法规、标准规范、政策体系等，推动负责任的人工智能发展。
上海市教委副主任叶霖霖指出，教育工作者要主动整合多学科力量，搭建起专家畅通对话交流平台，不同行业的学者和实践者们要帮助民众充分认识到当前日益增加的不确定性，带给数字城市建设的整体风险。叶霖霖表示，未来，上海市教委将持续支持同济大学人工智能相关学科建设和人才培养，为建构良好的数字治理生态体系贡献更多智慧和力量。
